The external mark is really meant only for the package maintainers
taking care of one or two translations themselves. For existing
domains at the TP I have had to be more lenient, but for packages
newly joining the TP I will not accept other external marks.
As an example, imagine that the Dutch shadow translator would prefer
not to join the TP. Should I then email him to ask him to either
join the TP after all or instead let the Dutch team handle shadow?
And if he refuses, should I then send him patches, and check
upstream SVN to see whether they made it? Or should I email you
and ask to bypass the current Dutch translator and drop the
external mark? To spare some teams this possible hassle, I will be
strict: no externals other than for maintainers.
So it will be better that you ask all your translators beforehand.

Automatic msgmerging of PO files against a new POT is okay (although
personally I don't see the point of this). With "modify" I just
meant "manually change msgstrs", because any changes you make in
your local PO files won't flow back to the TP. If any changes need
to be made (if for example some translation error needs to be
fixed), they must be made in the files at the TP.
