If you say for which three languages the translators are reluctant, 
I could ask the relevant teams at the TP if someone is interested 
and willing to keep the shadow translation up to date.

It's always possible to make an exception.  But this puts you in a 
weak position: when this one language, why not another, and then 
another, and ...?  The maintainer of tar has taken the radical 
approach: removing all PO files from the VCS repository and 
fetching them from the TP only at 'make dist' time.
