When you upgrade from one version n to version n+2, you should not be
surprised with this, but you should expect it.

There used to be a "Replace:" in the debianutils to avoid this, but it was
removed between Etch and Lenny.

You might be able to fix this by updating passwd first. Otherwise you may
have to use one of the dpkg's force option or trick it by other means I
would not recommend.
