Well, we need to do a new upload anyway to include NOTICE.txt.  I don't
think it matters too much one way or the other, given that OpenSAML 2 is
going to sit in NEW for a while anyway.

Is OpenSAML 2 about ready?  I can spend some time today going over it and
uploading it for NEW.
