Stepping down from Shibboleth package maintenance

I realize that I never sent mail here indicating willingness to help
answering Debian questions/sponsoring uploads and the like.  I'm
involved in Shibboleth because it is a dependency for project moonshot.
I don't have a lot of time to dedicate to the shibboleth packages
themselves but am happy to answer questions and help Russ make sure that
things don't stall for lack of DDs helping those who want to get work
get it done.
