XMLTooling packaging repository conversion

Hi,

Since upstream switched to using Git, I'd like to convert the XMLTooling
packaging repository on Alioth [1] to the DEP-14 structure [2].  This
entails renaming the Debian suite branches to debian/*, upstream to
upstream/latest and tracking upstream branches (master) under their
upstream name.  Anybody having clones of the Alioth repo should be
prepared to follow this change and not push the original branch names
back.  I'll push my current changes under this proposed naming scheme
but not delete the old names yet, so that we can easily back out if
objections or problems arise.  Please put them forward, if any.

If this goes through, I'll propose similar steps for log4shib, OpenSAML
and the SP (as soon as its migration is complete).
