xerces-c 3.2.0 landed in testing about two weeks ago [1] so I could
backport it to stable (no idea how difficult that is though).

Neither xml-security-c nor xmltooling currently specify a version
constraint on their build-dependency on libxerces-c-dev. I can't tell
whether they have been rebuild against 3.2 in testing.
