Yes, when you convert svn to git or mirror it naively you get artifacts of the way svn works since it creates new commits any time you tag or branch. We had to clean all that up when we converted from svn, it was a very laborious thing and obviously when you just do svn-git emulation you aren't doing any of that cleanup.
