shibboleth-resolver tarball mismatch

Hi Sam,

I thought I'd prepare a commit to fix #915639, and during testing I
noticed that there was no watch file, so decided to add one as well.
But then it turned out that the upstream tarball does not match the
pristine-tar branch.  Is this intentional?

By the way: what do you think about dropping the manual -dbg package and
letting debhelper generate the automatic -dbgsym package instead?
