SP 3.1 backport for buster

Hi Ferenc,

I've backported the SP version 3.1 packages (xmltooling, opensaml,
shibboleth-sp) to buster and pushed a branch
"edm/debian/buster-backports" in each of the three repositories. The
only change necessary to build was dropping the patch for xmltooling 3.0.4.

Would you mind taking a look, and uploading the packages to
buster-backports if they are correct?
