SP 3.1 backport for buster

OK, so I rebased my edm/debian/buster-backports branch on debian/master
(in xmltooling). I've also added release information for Salsa CI in all
three source packages. (Builds still fail for opensaml and shibboleth-sp
however, because they don't have access to the newly-built xmltooling 3.1.)
Do you see anything else to fix?
