Could you do a no-change upload of basically the same package but
without d/source/local-options, please?  To help us narrow this down.

It seems like the erroring out due to presence of d/source/local-options
occurs later than fetching the orig.tar.

One possibility here is that the orig.tar fetching was unduly influenced
by the existence of d/source/local-options.  That would be a bug in the
orig.tar fetching code.
