I've cloned sugar-browse-activity from anonscm.debian.org, applied the
two patches in your mail, built with "gbp buildpackage", and the
resulting .deb does have collabwrapper/ and the new __init__.py.

I also pulled apart my .deb with emacs and found control.tar.gz with
md5sums containing collabwrapper.

Perhaps you are looking at the wrong .deb file?  Please check the date
and time on your .deb to make sure you are looking in the right place
for it?
