Ok, I understand now why you contacted me discretely.

Please post to the list (not me discretely), however: Notifications are 
correct in that those emails are "held for moderation" (i.e. not lost).

If you look only at places not changed recently then conclusions drawn 
would obviously be flawed.

Ah, thanks for clarifying.

I am indeed listmaster (i.e. administrate this specific list) but I am 
not postmaster (i.e. have no power over the email machinery as a whole).

Please try get in touch with the postmasters of the mailinglist service 
- their multiple forms of contact is listed on the website front page: 
https://alioth-lists.debian.net/

I can also get in touch with them but since I have no special powers 
neither at list end nor at your end, it is likely easier to examine with 
you directly involved.

Yes, this part is working as intended: Emails from strangers are held 
back requiring manual screening to enter the list - to limit spam.

You are a stranger to the list until registered on the list.
