This is up to you to figure out, since you are reporting the problem and
know best how to reproduce it. Installing a current version of Debian in
a VM is a task that can be done in less than one hour.
As you can see here, we are using the upstream rule you provided above:
http://sources.debian.net/src/systemd/204-5/rules/60-persistent-storage.rules
So I suppose it works in current versions.

I personally would not be able to spend any time on this, since it seems
to only affect an old udev version, from before the time when I became a
maintainer. That being said, nobody can stop you from reporting the bug,
but the chances of any action are slim unless you provide a tested patch.
