Because systemd does configure the console font already (see
vconsole-setup), and the two are related: the console dimension gets
updated when loading a font, and must thus be set after the console font
is loaded.

Also, vconsole-setup is meant to provide the same functionality as
console-setup's setupcon, and it makes very little sense to keep
console-setup only for setting the console size (which would need a
dependency, for a start).
