That is not correct. We do not build the systemd-vconsole support in
Debian. We currently rely on console-setup/keyboard-setup for setting up
the console font and keyboard settings.
So this bug report is kind of moot.

systemd-vconsole is a much simpler tool and doesn't handle the X11 bits
as console-setup does. So no, I wouldn't say it is meant to provide the
same functionality as console-setups's setupcon.
