I assume those ipmi_ modules are in /etc/modules or a file in
/etc/modules-load.d/?

Aside from the kernel messages (which might be a red herring), do you
get the "Welcome to emergency mode..." message but no actual login
prompt? And after a few minutes, you get another "Welcome to emergency
mode ..." message without a login prompt, and so on?

If so, this looks like a duplicate of #755581 to me
