We just debugged this yesterday, and we suspect the failing emergency
mode due to syslog.socket being active and log messages triggering the
start of rsyslog.service, which conflicts with emergency.service

If you still can reproduce the problem of the failing emergency mode,
please try the following:
Edit /lib/systemd/system/emergency.service and add
Conflicts=syslog.socket
in the [Unit] section.

This will make sure that syslog.socket is stopped when the emergency
mode is entered.
