'important' seems excessive. I don't think we want dbus in things like
build chroots and similarly restricted environments.
'standard' seems reasonable, if the systemd maintainers don't plan to go
one of the other possible routes:
* installing /etc/systemd/system/getty.target.wants/tty[2-5].service
symlinks
* making systemd-logind and systemd via some private D-Bus socket
instead of via dbus-daemon
