[Pkg-systemd-maintainers] systemd wiki refactoring

When reviewing the systemd on Debian discussions one of the
reoccurring concerns was the lack of documentation. After spending a
week learning about systemd, I have come to the conclusion that there
is plenty of high quality documentation. It could just be organized a
bit better.

Most of the information is either on the wiki, developer blogs or
personal pages. One way I can help is to start 'tending the garden.'
This morning I did a bit of wiki refactoring so that all systemd
related information on the debian wiki falls under the systemd
namespace. I used redirects to point from existing pages to the new
pages to keep all links alive.
