It seems to me like commit eb6d233862f33575b6a3e6c21ffaafa3f686248c only
changed this from “auth_admin_keep” to “yes” for
power-off-multiple-sessions, and may have simply forgotten
reboot-multiple-sessions.

Since we use this file unchanged from upstream (see
src/login/org.freedesktop.login1.policy.in in the systemd tree), please
file a report about this upstream, i.e. at https://bugs.freedesktop.org/
