So I investigated a bit inside the upstream git tree and the logs:
reboot policy has been modified such as to allow reboot for the active
session even in case of multiple-sessions, see commit
299404a19f26aa4f203042d8285ee0b7afa5bf40

A bug has already been opened for the remaining bit (hibernate), but it
has been tagged "wontfix", see
https://bugs.freedesktop.org/show_bug.cgi?id=70237
That is said, I do not understand why the arguments given to refuse the
change apply to hibernate but not to suspend.
