Hmm, seems like it should have its priority raised, then.  It's optional
and iputils-ping is important.

I'd rather not do this, since we should then also have a trigger that
fires when libcap2-bin is installed, which just begs for things to go
wrong.

I say we just depend on libcap2-bin (and possibly file a bug to get its
priority raised).
