I just double-checked before filing the bug to raise the priority, and I
realized that iputils-ping only declares a Recommends, not a Depends.

Given that iputils-ping doesn’t (yet!) Depend on libcap2-bin after all,
do you still think we should follow that path? After raising the
Priority, both iputils-ping and systemd could Depend on libcap2-bin.
