systemd-sysv merely contains the symlinks. The bug should have been
reported against the systemd package itself.
The message you are seeing is itself not a critical error (it indicates
a problem, sure, but that may be harmless) and you don’t describe what
symptom you are seeing specifically. Does your machine not boot? Are you
trying a normal boot or recovery mode boot?
Also, can you please attach the output of the following commands?
  systemd-delta --no-pager|sed "s%\x1b[^m]*m%%g"
  systemctl --no-pager dump
  journalctl -xb
