You have a self-compiled kernel. Could you check your kernel config, if
all requirements as outlined in /usr/share/doc/systemd/README.gz are met.
Specifically, if CONFIG_FHANDLE=y is set. This is a new, hard
requirement for mount and bind mount handling.
