Enable EFI support
This mostly auto-mounts /sys/firmware/efi/efivars, but also provides a
generator for auto-detecting the root and the /boot/efi partition if they
aren't in /etc/fstab.

We are layering Secure Boot on top of Debian Jessie and this change would be helpful so "efivars" is mounted on boot.
It looks like a very low risk change.
