I'm afraid I cannot arbitrarily change that setting. This is a
dual-boot Windows/Linux setup and Windows expects the RTC to be set to
local time.

I've been using this very same configuration on multiple dual-boot
systems since 1999. I've never had a single issue until the upgrade to
Jessie. I believe this clearly is a regression. Please see about fixing
it.
