Well, you can just setup Windows to use UTC. This works fine since
Windows 7. I use that myself.

Just a heads-up: It's unlikely that I further investigate this myself,
since I switched all my systems to use UTC.
If someone sends a patch, I'm happy to review it though.
Also, this is not really a Debian specific issue. You might consider
filing this upstream at https://github.com/systemd/systemd/issues
