Forgot: At some point networkd is supposed to get a D-BUS control
interface which would allow configuring devices at runtime. Once we
have that, these properties can hopefully be changed easily at
runtime, and that patch can go. But this doesn't exist yet, so we need
to change the builtin default for the time being.
