Hello again,
I also tried to create the same file on a system that has sysvinit as
PID 1, in order to check whether the presence of this udev rule has any
undesired side effects.

It seems that this udev rule is completely harmless (although
superfluous) on boxes with sysvinit as PID 1.
On the other hand, it fixes the bug under consideration on boxes with
systemd as PID 1.


In conclusion, it really appears to be the solution to be adopted in
order to fix this issue: once again, please consider adding such file
as  /lib/udev/rules.d/90-setupcon.rules  to package console-setup.
