Bug#830208: dh_systemd_enable and dh_installinit both install unit files

Hi Felix,

we are just in the process of merging dh_systemd_* into the debhelper
package (which ships dh_installinit.
.Maybe we can improve the situation regarding functional overlap between
dh_installinit and dh_systemd_* after that merge.
