Recording some IRC discussion from today on #debian-systemd, it looks like the
current plan is to first do some space saving changes upstream, via the PR
referenced below, and then systemd-sysusers size won't be anymore a concern
and can get into systemd proper:

```
<kaeso> pitti, fsateler, mbiebl_: is there any chance we can reach at least a
stopgap solution wrt. https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=823322
?
<pitti> kaeso: if/once we can land fsateler's link branch, this shouldn't
actually be a concern any more :)
<kaeso> pitti: which one? (I'm probably missing some backlog/ref)
<fsateler> kaeso: pitti I was just writing a reply referencing that branch
<fsateler> https://github.com/systemd/systemd/pull/3516
<kaeso> fsateler: thanks for the ref. So the idea is that saving space on lib
side will let enough room to let systemd-sysusers in?
fsateler> kaeso: not only that, but the sysusers binary itself will be smaller
```
