It's true that d-i's user-setup package handles the first user and
sets its own list [1], but adduser would also cause this problem if
add_extra_groups is used on subsequent users. The list I showed you in
adduser is configurable. but that is the current default setting.

Many thanks. Would you consider reporting the problem to d-i (package
is user-setup)? Their default list is a little bit different:

audio cdrom dip floppy video plugdev netdev scanner bluetooth
debian-tor lpadmin
