It's a  separate issue really and should be treated as such.

I've filed the daemon-reexec issue upstream as
https://github.com/systemd/systemd/issues/5016
in case you are interested.

Feel free to file a new issue at
https://github.com/systemd/systemd/issues/5016
for the journald problem you encountered when /run was full.
