In the logs it can be seen that udev is configured before systemd, and
that apparently hits the same problem as #902185.

The following steps might reproduce it:

- Downgrade the *systemd* and *udev* packages to 238-5.

- Unpack the 239-5 packages with dpkg --unpack.

- Run "dpkg --configure libudev1 udev".
