Right, this appears to be the same udev failure.

Apparently the bumped Breaks added for #902185 doesn't sufficiently
convince apt to upgrade the packages in the correct order.
What we see is that the new systemd has been unpacked, but not
configured yet (which will re-exec systemd in postinst) when udev's
postinst is run.

Any ideas how we can convince apt to upgrade the packages in the correct
order, ie. make sure that udev's postinst is run after systemd's
postinst without adding a versioned systemd Depends to udev?
