I quickly tried to reproduce the issue but failed (but this is the
nature of race conditions).

There is this upstream bug report
https://github.com/systemd/systemd/issues/14002
and a associated PR
https://github.com/systemd/systemd/pull/13984

Could you test if that patch helps?
