Bug#976960: systemd: Please package systemd-userdbd and systemd-homed

Dear systemd maintainers,

judging from salsa [1] and the file lists of the systemd package on
buster-backports and sid, systemd is currently built without the the
systemd-userdbd and systemd-homed binaries and accompanying services.

It would be great if these tools could be distributed either in the systemd
package or, if deemed necessary, as an extra package, like systemd-container.

I am aware, that these tools might need some more integration with Debian,
e.g. providing PAM snippets, but they are mostly standalone and their use can be
completely avoided even when installed, as they are installed by default e.g. on
Arch Linux.

I think this these tools could be a great boon in enterprise settings for
mounting users' homes via SMB in a nicely portable fashion.
