repart requires openssl and so far I tried to avoid linking against
both gnutls and openssl.

There are attempts upstream to consolidate around openssl. Once that
happens, I feel more comfortable enabling repart.
This is most likely/certainly bookworm material, i.e. I don't plan to
change that for bullseye.
