This appears to be an upstream regression, it would thus be good if you 
can raise it https://github.com/systemd/systemd/issues/new

I'd include a dump of `udevadm info /sys/class/net/<iface>` in this bug 
report as well.

A verbose debug log from a boot might be helpful as well.
