Bug#1023012: systemd: USB connected ethernet interfaces do not get mac based name

Dear Maintainer,

with the upgrade from 251.6-1 to 252~rc3-2 ethernet interfaces
connected via USB do not get renamed anymore to have a mac based
interface name (enxMAC) but there name instead is ethX. Downgrading to
251.6-1 fixes the problem. Both versions have

% cat /lib/systemd/network/73-usb-net-by-mac.link
[Match]
Path=*-usb-*

[Link]
NamePolicy=mac

and this is policy does not seem to be overwritten subsequently.
