A fourth alternative action is to refer the question to the technical
committee. I don't favor doing that.
I would like avoid adopting alternative #3 by default. We should make
some decision.
Miquel: How do you feel about the matter? Are you prepared to implement
early /var/run using one of the methods you suggested?
