I discussed[0][1][2][3] this with FHS people some years ago and the message
I got from them was that we can add a top level directory so long as there is a
technical reason to do so and doing so does not adversely affect portability,
the promotion of which is the raison d'etre of the FHS.  If only Debian-specific
"infrastructure" packages have to know about /run then there is no problem.
