I think that it's a good idea to package xotcl for Debian.

Well, just create the package and I'll be glad to upload it into Debian archive.

I think you should read Debian policy manual
(http://www.debian.org/doc/debian-policy/) and New maintainer's guide
(http://www.debian.org/doc/maint-guide/) to understand more deeply
what Debian package is and how to create it properly.
After that create the package, announce it by sending a bugreport to
wnpp pseudopackage (reportbug tool is very helpful in that), and if it
will be good enough I'll be your sponsor and upload it.
But you should understand that it's your duty to keep the package in a
good shape, to update it, to respond to bugreports and fix bugs.

I've no idea how Debian packages go to Ubuntu (I guess they are
automatically fetched and rebuilt). But it seems to be sufficient to
have a package in Debian to make it appear in Ubuntu.
