a few remarks without having looked at the complete package:

- the Vcs-SVN control field contains an invalid path.
svn://svn.debian.org/svn/pkg-tcltk/xotcl/trunk looks like the current one

- I see no reason why this upload should be urgency=medium.

- The NMU should (IMO) be merged, in this case it's only the changelog entry.

I think now is the right time to switch away from dpatch but I've
