Ok I rebuilt kde telepathy using libtelepathy-logger3 and it seems to work. I 
double checked to make sure it was linked to the right library.

      libtelepathy-logger.so.3 => /usr/lib/x86_64-linux-gnu/libtelepathy-
logger.so.3 (0x00007f4f6c7b7000)

I can open the log viewer and view old message logs, hope that counts as 
enough of a test.
