Are you using GNOME Shell? If you are, the "application menu" for
application-wide things has moved to the top bar, between "Activities"
and the clock.

If not, what desktop environment are you using? The menu is meant to
appear in the Contact List window under desktops not resembling GNOME
Shell or Unity.

Do other GNOME applications with only one menu have a similar issue?
(gucharmap makes a good simple example)

GNOME 3.x (for sufficiently large values of x) has an analogous design:
application-wide menu items move to the application menu in the Shell,
window- or document-oriented menu items stay in the window.
