That's all very fine, but it's fairly complicated to read the changelog
in advance of installing the new version.

When a new package comes along which says it "Replaces" an old package,
and the old package is no longer available in the archive, then it is
also quite easy to make the (mistaken in *this* case) assumption that
the old package is no longer needed, and follow through the upgrade and
removal.

The package which truly replaces network-manager-gnome is
network-manager-applet, not network-manager at all.

In any case, I now understand what has happened and have a personal
workaround until the applet package becomes visible somewhere so I can
upgrade to it.  There is also a visible bug report for others to follow
if they find themselves in the same situation.
